1) Administration of the League
A) The league shall be known as the "DDL" established in the summer of 2012 for the entertainment of its participants. The league uses the achievements of selected National Hockey League players as the basis for competition among members of the league.
B) Each DDL season officially begins with the puck-drop of the first game of the NHL regular season in the fall and ends with the final buzzer of the NHL regular season.
C) Any changes or trades decided upon during the off-season take effect upon the start of the next regular season.
D) Each season uses “Yahoo Fantasy Sports” to manage each league. This leauge has a fee of $200 USD.
E) ALL FEE MUST BE PAID VIA LEAGUESAFE.COM. CLICK HERE TO OPEN ACCOUNT AND MAKE PAYMENT. This a a safe secure website that electronically stores all league payment from an "echeck" directly from your bank account (free) or by using your credit card (3% fee). The funds will sent to the winners the day after the playoffs, making it easy and organized in a form of a check. REGISTER TO THE DDL THROUGH THIS SITE FIRST, then the commissioner will invite you to open your Leaguesafe.com and yahoo account.
F) An "owner" or "manager” interchangeably refers to the actual human participants in the league. The "Commissioner" refers to the chief administrator of the league and is final arbiter of disputes between owners. The league currently has spots for no more than 16 owners, and the Commissioner will have the authority to qualify prospective new owners.
F) In the regular season, your team will square off in a weekly matchup against another manager's team to see who can compile the most points. A new weekly matchup begins every Monday. Each week the team with the highest totals (the cumulative total after each Sunday's games) you win the week. This weekly win-loss total will be added to a cumulative season record with the tiebreaker being total points (More tiebreakers if needed) . The total of these points will be used to determine standings and playoff seeding.
G) No manager or owner shall have more than one team registered which they control.
H) All DDL managers must have experience playing fantasy hockey or have a passion to do so

2) Voting Procedures
A) Each team/manager of the DDL is entitled to one vote in any league decision.
B) Any potential rule change requires a majority vote (including the acceptance of the Commissioner) to be made a rule. Any manager may make a poll to amend a rule.
C) Decisions on league expansion require majority approval.
D) If the voting is split 6/6 then the vote is rules in favour of the commissioners vote

3)Starting/Roster Requirements
A) The following are the roster positions: (21 Players) 3 C, 3 RW, 3 LW, 4 Defensemen, 2 Goalies, and 6 Bench Players, 1 Injured Reserve, 1 N/A
B) Free agents can be signed to your active roster during the season through the Yahoo FA Pool facility.

5) Trade Guidelines
A) No trades may be made during our fantasy hockey playoffs.
B) Player trading and draft pick trading are both allowed, and are encouraged for upcoming seasons
C) When a trade between teams is agreed upon during the off season, both parties must send the Commissioner and email stating the trade terms and that they agree to them. They must also post the trade on the league message board under the Trades Forum. They also need submit the trade through YAHOO SPORTS and is subject to a 2 day review if more than 6 teams veto the trade it will not go through.
D) As many fantasy hockey owners know, finding a trading partner and working out a trade that benefits both owners can be a truly difficult task. In a contract league, contracts travel with the player, so if a contracted player is traded to another team the contract goes with him. This adds a new dimension to the league as teams who are not having a good season can trade players to contending teams to start rebuilding for next season.
E) Additionally, players can only be involved in one pending transaction at a time. So, even if a player has been offered to a number of teams, once any one of the trades has been accepted, no other teams can accept a deal containing the same player.
F) If you accepted a trade offer, you can't reverse the trade(s). THINK CAREFULLY BEFORE YOU ACCEPT AN OFFER.
H) Trades involving more than 2 teams (up to four teams) are allowed, but required the approval of the entire league in order to process.

6) Draft Procedures
A) Our first draft of this keeper/dynasty leauge will be randomized by YAHOO 30 mins before the draft and then in reverse snaking order
B) Every year the draft will take place at a pre determined time, 2 weeks before start of the regular season - with all managers available for online draft, before the NHL season begins
C) Each draft will be held within the Yahoo Fantasy Hockey league as described below.
D) The drafting order for each draft will be determined based on playoff standings from the previous season. This draft order will assure that no team is rewarded for “tanking” their team and at the same time bringing parity to the league each season.
BASED ON 12 TEAMS ENTERED
l 1st pick – 7th overall team (final standings winner of consolation bracket)
l 2nd pick – 8th overall team (final standings)
l 3rd pick – 9th overall team (final standings)
l 4th pick – 10th overall team (final standings)
l 5th pick – 11th overall team (final standings)
l 6th pick – 12th overall team (final standings)
l 7th pick – 1st place championship bracket playoff winner (league champion)
l 8th pick – 2nd place team (final standings)

E) Trading draft picks while the draft is going will not be allowed.
F) If you have traded away contract players and not received a contracted player in return, you will draft your extra players at the end of the draft depending on how many roster spots you are short
G) All managers must take personal responsibility for checking all league rules and player eligibility before and during the draft.

7) Keepers
A) Keeper Players will be signed to teams using a contract system. It is up to each manager, to decide which players on his/her team, get which contract. Contracts can be tricky, meaning if a player gets hurt and his career is ended short, ect. you loose that contract and do not get a new one until the original is up. Choose wisely because you will have to live with the players you sign, no matter how bad or inactive they are. Depth is the key here, this is unlike league you have played before.
B) Each year every manager will receive an additional: 1- 3yr contract, 1 - 3yr ROOKIE contract
C) Every players on your tems's contracts will expire in before the start of each season training camp and will go back into the FA pool for the next years draft unless the are signed to a long term contract.
D) ROOKIES are determined by being 25 years or under AND <82 regular season games played in the NHL before the start of the Draft (not including playoffs). A GOALIE rookie is <34 games. Once the rookie contract has expired the manager will have to choose to drop them or sign them to a regular contract using your FRANCHISE TAG.
E) Every year you must draft and sign a rookie to a contract. If you fail to do so your last draft pick will be dropped for the best available rookie
F) The only way to resign a player that's contract is expiring is if you have a FRANCHISE TAG
G) You must Declare a player a FRANCHISE TAG player to the commissioner before the day the contract expires which will use up your new 3 year contract you will receive for the upcoming season and therefore will leave you with just 1 - 3yr ROOKIE contract.
H) FRANCHISE TAGS are won, every year 3 will be given out to the Champion, FRANCHISE TAGS can be retained from year to year until the manager decides to use it. You can only hold 1 FRANCHISE TAG at a time. They can not be traded. The deadline for declaring your franchise player is 2 weeks before regular season commences.
I) You can only have up to 2 different goalies under any type contract at one time

8) The Playoffs / Payouts / Trophy
A) Each team will play each other at least one time during the season. The top 6 teams who have the best record and highest points in the regular season will go to the championship playoff. The bottom 6 teams will play in the consolation playoff to determine drafting order for the next year.
B) LEAGUE PAYOUT WILL BE AS FOLLOWS BASED ON 12 TEAMS:
12 x $200 USD= $2400 USD - $100 USD for admin, website, forum and trophy engraving fee , shipping = $2300 purse
1st Place after regular season (Presidents Trophy) $400 USD
1st Place after playoffs and CHAMPION of the DDL $1100 USD + 1 Franchise Tag
2nd Place after playoffs (runner up) $500 USD
3rd Place after playoffs $200USD
4th Place after playoff $100 USD
C) The CHAMPION of the league will have their name on the HOLY GRAIL - the trophy will be sent to him and be in his possession for the off-season. There will be a $50 fine for trophys that are not returned before the start of the next season and all courier fee's are deducted from winnings
ALL WINNING WILL BE ELECTRONICALLY TRANSFERRED VIA LEAGUESAFE.com ON THE DAY AFTER THE DDL's " HOLY GRAIL" IS WON!!! Which can then be transferred directly to you bank account instantly!!!

9) Expansion Procedures
A) A 3/4 majority is required to approve the entry of expansion teams into the league (see 2C).
B) Once expansion has been approved, an expansion-draft format shall be devised by the Commissioner. The format must have majority approval from the league.
C) The expansion teams then choose names for their teams and the expansion draft is run prior to the upcoming season based on the accepted format.
D) All roster rules apply to expansion drafts.
E) If the league does decide to expand, an even number of teams must be added to the league

10) Removing Teams from the League / Sportsmanship
A) Removing teams from the league requires a 2/3 vote from the entire league. The team(s) in question is/are allowed to vote on their own fate regardless of the reason for their potential removal.
B) The league must have proper cause for removing teams. Appropriate to remove teams includes but are not limited to:
· Lack of involvement.
· Poor relations with the Commissioner and other members.
· Consistent disregard for the DDL's rules.
C) If a manager does wish to withdraw himself from the league, it is asked that he wait until the conclusion of the season to do so.
D) Once a team is removed from the league, he/she will not be accepted back into the league unless of special circumstances.
E) While fantasy sports are usually extremely competitive endeavors, it is important to remember that enjoyment of the game is more important than anything else. Sportsmanship is expected between managers at all times.
F) All league-related transactions will be executed with the intent of improving the owner's team and/or its standing within the league.
G) No owner may drop or "dump" players from their team for any reason other than improving their own team and/or its standing within the league.
H) No owner will make any roster moves (including waiver claims, trade proposals, etc.) whose sole purpose is to hamper the play of other owners.
I) Every managers must commit to his team and to be competitive. Before the start of the season, if any GM is not showing up in drafts and without further notice, the GM will be replaced by other new comers.
J) During the season, if any GM is not active and without further notice, the team will be suspended and the GM will be banned in the league. A replacement will be found after the season has completed.
K) Please keep notice and report to the league if you find any team is inactive for several weeks.
L) SELLING TEAMS WILL BE ONLY IF A MANGER CAN NOT CONTINUE IN THE LEAGUE (at the end of the season) - the new manager will inherit all the players under contract from the previous manager - THE TEAM THAT IS LEAVING TEH LEAGUE MUST PAY 50% of the NEW TEAMS FEES
